GES Teacher Promotion 2025: Concerns raised over eligibility criteria for 2020 & 2021 notional promotions – Check Here!

The Ghana Education Service (GES) has officially opened the application window for the 2025 teacher promotion exercise, inviting qualified teachers and officers to apply for promotion to higher ranks including Deputy Director (DD), Assistant Director I (ADI), Assistant Director II (ADII), and Principal Superintendent (PS).

However, while this announcement has been welcomed by many, a concerned teacher has raised a crucial issue regarding the eligibility criteria, particularly for those with notional promotion dates in 2020 and 2021.

Key Concerns Over GES 2025 Promotion Eligibility

According to the official GES guidelines, teachers must have been promoted to their current rank on or before 2020 to qualify for the next promotion. This means:

  • To qualify for Deputy Director, one must have been promoted to Assistant Director I on or before 2020.
  • To qualify for Assistant Director I, one must have been promoted to Assistant Director II on or before 2020.
  • To qualify for Assistant Director II, one must have been promoted to Principal Superintendent on or before 2020.
  • For Principal Superintendent, one must have been promoted to Senior Superintendent I on or before 2020 or hold an approved undergraduate degree.

But here’s the issue: many teachers with notional promotion dates (i.e., official promotion dates that took effect retroactively) from 2020 and 2021 are being excluded under this rigid cut-off.

As the concerned teacher writes:

“Promotion in the Ghana Education Service is based on a four-year cycle. Therefore, teachers with notional promotion dates from both 2020 and 2021 are qualified to sit for the 2025 promotion exams. Those with notional dates in 2020 were already due in 2024, and those with dates in 2021 will be due by September 2025.”

The delay in promotion exams by GES has unfairly affected these teachers, who through no fault of their own, may now be disqualified despite serving the required years.

Postgraduate Certificate Issue

Another concern raised is about the use of Master’s or PhD qualifications for promotion. GES stipulates that such certificates:

  • Must be part of the approved GES course list.
  • Must not have been obtained before the last promotion.
  • Must have been obtained in 2022 or earlier for promotion to ADII, ADI, or DD.

The concerned teacher highlights a major gap:

“Teachers who obtained their master’s degree in 2023, after their last promotional exam, are being excluded—even though they are due for promotion this year.”

This has sparked calls for a review of the criteria, especially to accommodate those whose academic progression aligns with their teaching service but are disadvantaged by GES’s promotion backlog.

Call to Action to Teacher Unions

The letter, addressed to the leadership of teacher unions such as NAGRAT, GNAT, and PRETAG, urges them to intervene urgently:

“I call on the leadership of the teacher unions, as a matter of urgency, to clarify and resolve the backlog system in the Ghana Education Service Promotion. It has caused more harm than good to teachers.”

Required Documents for Application

  1. Passport photograph (JPG, JPEG, PNG)
  2. Last promotion/appointment/upgrading letter (PDF)
  3. Highest academic certificate used for promotion (PDF)

All documents (except the photo) must be clear and legible in PDF format.

Final Thoughts

The issues raised bring attention to systemic delays and communication gaps in the GES promotion process. Teachers deserve a fair, transparent, and timely promotion system—especially when they have fulfilled all required conditions but are disadvantaged by administrative delays.
