Dr. Christian Addai-Poku, the Registrar of the Ghana Teacher Licensure Examination (GTLE), has disclosed that only 1,277 out of the 7,728 aspiring teachers who took the licensure examination last month successfully passed. This implies that 6,481 teachers did not meet the requirements to obtain the license.
The failure rate accounts for 16.5 percent of the candidates who retook the examination, which was introduced to regulate the licensing of teaching practitioners. Dr. Addai-Poku clarified that all candidates had attempted the exam at least twice, with some individuals taking it up to nine times.
He explained that those who were unsuccessful would have one more opportunity to retake the exam later in the year before the format and content undergo changes. Candidates who fail during their final chance and wish to retake the exam would be required to hold a bachelor’s degree. However, those with a diploma would need to upgrade themselves by obtaining a bachelor’s degree before being eligible to retake the exam.

Dr. Addai-Poku emphasized that the examination would be reformed and restructured. Starting this year, the first-time candidates who have qualified will be the first to take the revised examination. Unlike the current format, where candidates are assessed in numeracy, literacy, and professional skills, the new format will focus on specific areas of specialization. For example, a candidate aspiring to teach geography would also be examined in that subject, in addition to the three core areas.
The government introduced the National Teacher Licensure Examination (NTLE) in 2019, supported by the Education Act of 2008, Act 778. The initial teacher licensure exams were conducted in September 2018, involving over 28,000 newly-trained teachers. The implementation of teacher licensing and continuous professional development were essential policies pursued by the government through the National Teaching Council (NTC), with the aim of enhancing the professional status and standing of teachers in the country.
