In a recent development, the Ghana Education Service (GES) has taken decisive steps to resolve long-standing salary and promotion-related issues affecting its staff. A circular issued on 25th April 2025 by Prof. Ernest Kofi Davis, the Ag. Director-General, outlines the measures being implemented to ensure timely resolutions and improved welfare for educators and non-teaching staff nationwide.

Key Updates from the GES Circular

1. Salary Reactivation Progress

The GES has made significant strides in reactivating salaries for affected staff. Between January and March 2025, a total of 1,579 cases were submitted to the Controller and Accountant-General’s Department (CAGD). Out of these:

  • 1,417 have been successfully processed.
  • 162 are still under review, with efforts underway to expedite their completion.

2. 2024 Promotions Update

Promotions remain a critical focus for the GES. Reports indicate that:

  • 54,227 staff members qualified for promotions in 2024.
  • 50,458 have already been placed on their new salary scales.
  • The remaining cases, along with outstanding 2023 promotions, are expected to be finalized by end of May 2025.

3. Urgent Directive on Lower Rank Promotions and Upgrading

To ensure swift action, Regional Directors have been instructed to:

  • Process all pending lower-rank promotions and upgrades (including Principal level positions).
  • Issue appointment letters to affected staff by 2nd May 2025.
  • Submit copies of all processed promotions to GES Headquarters for verification.

The circular emphasizes that non-compliance will not be tolerated, signaling Management’s firm stance on resolving these issues promptly.

Collaborative Efforts for Resolution

The GES is working closely with key institutions, including:

  • Controller and Accountant-General’s Department (CAGD)
  • Teacher Unions (GNAT, NAGRAT, CCT, TEWU)

This multi-stakeholder approach highlights the commitment to improving staff welfare and ensuring a motivated workforce for better educational outcomes.

The latest communication from the GES provides much-needed clarity on salary reactivations, promotions, and upgrades. Staff members can expect:

  • Faster processing of pending salary reactivations.
  • Completion of 2023 and 2024 promotions by May 2025.
  • Strict enforcement of deadlines for Regional Directors to address lower-rank promotions.
