The Government of Ghana is considering a major education sector reform that could fundamentally change how teachers are recruited, posted, and sanctioned across the country. The proposed policy shift seeks to decentralize the recruitment of GES diploma and university graduate teachers from the central administration to Metropolitan, Municipal, and District Assemblies (MMDAs).
This development was announced by the Minister of Education, Mr. Haruna Iddrisu, on January 31, 2026, during the 14th congregation of St. John Bosco’s College of Education, and it has already generated significant attention among teachers, graduates, and education stakeholders nationwide.
Government to Review Centralized GES Recruitment System
According to the Minister, President John Dramani Mahama has directed a comprehensive review of the existing centralized teacher recruitment system, which is currently managed largely by the Ghana Education Service (GES). The review aims to address persistent challenges associated with central recruitment, including delays, inefficiencies, and poor matching of teachers to schools.
Under the current system, teacher postings are coordinated at the national level, a process that has often been criticized for failing to respond quickly to district-specific staffing needs—especially in rural and underserved communities.

The proposed reform would empower district assemblies to take a leading role in:

Under the proposed framework, GES would continue to:

Meanwhile, MMDAs would manage day-to-day teacher personnel administration at the local level.

Their input will be crucial in designing a decentralized teacher recruitment system that upholds fairness, merit-based recruitment, and national cohesion, while still delivering efficiency at the district level.
No Immediate Changes Yet – Teachers Assured
Mr. Iddrisu assured teachers, diploma graduates, and university graduate applicants that no immediate changes will be implemented until the review is fully completed and clear policy guidelines are officially issued.
He reiterated the government’s commitment to reforms that will strengthen the education system, improve teacher deployment, and ultimately enhance learning outcomes across Ghana.
