The Management of the Ghana Education Service, has outlined the categories of teachers in the Service who qualify to take responsibility allowance. The issue of non-payment of GES responsibility allowance has been on the lips of teachers for quite a while now. Teachers who are supposed to enjoy responsibility allowance have for some time, not been put on their rightful place to qualify them for their allowance.
However, according to the Management of the Service not all teachers are entitled to GES responsibility allowance. The Service has stated that out of the total 350,000 Ghana Education Service teachers on payroll, only 35,512 qualify for responsibility allowance.
Explaining further, GES has outlined 9 categories of teachers in the Service who qualify for this allowance.

- Head teachers in Primary
- Head teachers in Kindergarten
- Head teachers in Junior High Schools
- Headmasters in Senior High Schools
- Headmistresses in Senior High Schools
- Housemasters in Senior High Schools
- Housemistress in Senior High Schools
- Senior Housemasters/mistress in Senior High Schools
- Form Masters/mistress in Senior High Schools
