The Ghana Education Service (GES) has revised its qualification criteria for the ongoing 2025 teacher promotion exercise following concerns raised by GESHub.org, teachers and stakeholders over eligibility requirements and technical challenges with the online portal.

Key Updates from GES

In an official press release dated 21st August 2025, the management of GES clarified two major issues:

  1. Eligibility Adjustment
    • All teachers who received their last promotion or appointment in 2021 or earlier are eligible to apply.
    • This decision comes after complaints that teachers with notional promotion dates from 2020 and 2021 risked being unfairly excluded from the process, despite serving the required years.
  2. Technical Issues with the Portal
    • GES acknowledged that applicants have faced challenges in accessing and applying through the online link.
    • The promotion portal is currently undergoing technical improvements, and teachers are advised to remain calm as these issues are resolved.
    • Management has assured that no eligible teacher will be left out due to these technical challenges.

Available Ranks for Promotion

Teachers can apply for promotion to the following ranks:

  • Deputy Director (DD)
  • Assistant Director I (ADI)
  • Assistant Director II (ADII)
  • Principal Superintendent (PS)

Qualification Criteria

Based on the updated guidelines:

  • Deputy Director: Must have been promoted to ADI on or before 2021 and served continuously at post.
  • Assistant Director I: Must have been promoted to ADII on or before 2021 and served continuously.
  • Assistant Director II: Must have been promoted to Principal Superintendent on or before 2021 and served continuously.
  • Principal Superintendent: Must have been promoted to Senior Superintendent I on or before 2021 or hold an approved undergraduate degree.

Guidelines for Master’s/PhD Holders

  • The programme must be on the approved GES course of study.
  • Certificates must not have been obtained before the applicant’s last promotion.
  • For ADII, ADI, and DD promotions, Master’s/PhD certificates must have been obtained in 2023 or earlier.

Mode of Application

Applicants must:

  1. Complete the application form online via bit.ly/gespromotion25 or scan the QR code provided by GES.
  2. Upload the following documents:
    • Passport-size photograph (JPG, JPEG, PNG)
    • Last promotion/appointment/upgrading letter (PDF)
    • Highest academic certificate being used for promotion (PDF)
  3. Ensure all uploaded documents (except the photo) are in PDF format, clear, and legible.

Important Dates

  • Application Opens: Thursday, 11th September, 2025
  • Application Closes: Thursday, 9th October, 2025

GES has reiterated its commitment to a fair, transparent, and credible promotion process that guarantees equity and ensures no eligible teacher is left behind. Teacher unions, including NAGRAT, GNAT, and PRETAG, have been urged to engage management to address systemic issues surrounding promotion backlogs.
