Many readers have taken to commenting under articles and social media posts, all asking one pressing question: Will the Ghana Education Service (GES) recruit teachers in 2025?

GES and Ministry of Education Fully Prepared

Following a series of high-level meetings between the Ghana Education Service and the Ministry of Education, it is clear that both institutions are prepared to go ahead with the recruitment exercise.

The Minister of Education, Hon. Haruna Iddrisu, reaffirmed the government’s commitment to employing up to 60,000 staff into the GES. This pledge was not only made on the floor of Parliament but also reemphasized during a stakeholder meeting held on August 20, 2025. Present at the meeting were representatives from the Coalition of Unemployed Trained Teachers, the Director-General of GES, and other senior officials.

The Director-General of GES, Prof. Frank Kofi Davis, further disclosed that the Service has already completed and submitted all necessary documentation to the Ministry of Education. These documents outline the number of graduates affected—including 2023 graduates and backlog cohorts from 2022 and even as far back as 2018. All paperwork has since been forwarded to the Ministry of Finance for financial clearance.

The Bottleneck: Ministry of Finance

While the readiness of both the GES and Ministry of Education is evident, the recruitment process is currently stalled at the Ministry of Finance.

Without financial clearance from the Ministry of Finance, GES cannot:

  • Proceed with teacher postings
  • Begin onboarding processes
  • Process salaries or arrears

This delay leaves thousands of trained teachers in limbo, despite the urgency of their employment in Ghana’s educational system.

Finance Minister’s Silence on Recruitment

Further concerns were raised after the Minister of Finance, Hon. Cassiel Ato Forson, presented the 2025 Mid-Year Budget Review. Notably, he made no mention of recruitment or employment initiatives for the remainder of the year.

Instead, he indicated that job creation and employment measures would be prioritised in the 2026 National Budget, scheduled for presentation on November 15, 2025. This strongly suggests that large-scale recruitment might not happen until next year.

The Reality Ahead of School Reopening

With basic schools across Ghana set to reopen on September 2, 2025, the prospect of recruiting new teachers before the start of the academic year looks increasingly unlikely.

The infrastructure, planning, and commitment are in place—but until the Ministry of Finance grants financial clearance, the process remains immobile.
