The Ghana Education Service (GES) has announced a major shake-up in its 2024 recruitment process, affecting thousands of graduate teachers and non-teaching staff. Following directives from the Office of the President and the Chief of Staff, GES has officially revoked all appointments and recruitments of staff who had not yet been placed on the government payroll before February 10, 2025.

Why the Revocation Happened

This decision is part of a broader move by the new administration to review and regularize public sector employment. The government has raised concerns that numerous last-minute recruitments carried out after December 7, 2024, under the previous administration were not backed by proper financial clearance or due process.

As a result, GES has revoked all pending appointments that had not been finalized with payroll processing. The revocation affects both teaching and non-teaching staff and was confirmed by the Acting Director-General of GES, Prof. Ernest Kofi Davis, in a statement issued on February 17, 2025.

Who Is Affected?

  • Graduate teachers and non-teaching staff whose appointment letters were issued but had not yet been placed on the government payroll.
  • Applicants in the recruitment pipeline whose documents or processes were still pending validation or payroll inclusion.
  • Regional, District, and Municipal Education Directors, who have been tasked with ensuring strict enforcement of this directive.

GES Orders Validation Exercise by March 14

In response to the revocation, GES initiated a nationwide validation exercise aimed at verifying all affected recruits. In a letter dated March 5, 2025, GES instructed all impacted staff to submit specific documents to a regional three-member validation committee for vetting. These committees comprise the Regional Human Resource Officer, Regional Internal Auditor, and Regional Accountant.

Documents Required for Validation:

  1. Appointment Letter
  2. Academic Certificate
  3. Licensure Certificate
  4. National Service Certificate

Minister of Education Addresses Protesting Graduate Teachers

Amid growing frustration, the Minister for Education, Hon. Haruna Iddrisu, addressed graduate teachers picketing at the Ministry of Education. He clarified that although nearly 39,000 appointment letters were issued, there was no financial clearance for such mass recruitment.

The Minister noted that the government could only realistically absorb between 9,000 and 12,000 applicants based on current budget constraints. He emphasized that the previous issuance of appointment letters without proper approval was a deceptive move and not a responsibility of the current administration.

“Out of the 39,000, probably government may be able to absorb 9,000, 11,000 or 12,000 but certainly not 39,000,” he stated. “We are auditing to verify your qualifications and postings. Once we finish the validation, only those we can afford to keep will be recruited.”

What This Means for Affected Staff

For many, this development means uncertainty about their employment status. Those who fail to participate in the validation exercise risk being excluded entirely from any future recruitment consideration. However, GES has assured that further updates will be provided in due course.

The current overhaul of GES recruitment reflects the government’s commitment to restoring discipline and due process in public sector employment. While the situation has created distress for many hopeful educators, it may ultimately ensure that only qualified, properly vetted, and budgeted-for staff are recruited into Ghana’s education system.
