Key Provisions in the New GES National PTA Guidelines 2025 – Check Here!

Big changes are coming for Parent-Teacher Associations (PTAs) in Ghana. After a thorough review, the PTA Guidelines Committee, led by Kofi Asare, presented a new set of rules to the Minister for Education, Hon. Haruna Iddrisu. These guidelines are designed to make PTAs more accountable, transparent, and involved in the day-to-day management of schools. Let’s dive into what’s changing and why these updates matter.

1. Who Can Join the PTA?

Under the new guidelines, only parents or guardians with children enrolled at a specific school can be members or serve as executives of the PTA. This makes sense because it ensures that only those directly involved with the school community are in charge of its decisions and activities. The goal is to create a more engaged and responsible leadership.

2. Leadership Tenure: Keeping It Fresh

To keep things dynamic and avoid leadership burnout, the new rules set limits on how long PTA executives can serve. At the basic school level, PTA executives can serve for a maximum of two terms, each lasting two years. At the secondary school level, the limit is one term of two years. This encourages new faces and ideas while preventing anyone from holding on to power for too long.

3. More Accountability for PTA Finances

One of the key changes is the introduction of annual audits for PTA finances. Every year, the Auditor-General will review PTA accounts, making sure that funds are being used properly. Additionally, PTAs will need to submit annual reports to the School Management Committee (SMC), District Education Office (DEO), Regional Education Office (REO), and District Education Oversight Committee (DEOC). This is a huge step toward making sure that PTA funds are spent efficiently and responsibly.

4. Checks and Balances on PTA Finances

To prevent misuse of funds, the new rules require that school heads approve any expenditure before PTA executives can access PTA accounts. This extra layer of approval helps ensure that all spending is in line with the school’s needs and goals.

5. Teachers and PTA Finances – A Clear Divide

Teachers now have a clear boundary when it comes to PTA finances. They are no longer allowed to collect PTA levies or be signatories on PTA accounts. However, teachers still play an important role in advising and updating PTAs on academic matters, school discipline, and other school-related policies.

6. Protecting All Students – No Child Left Behind

One of the most important updates is that a child’s access to education cannot be impacted by their parent’s inability to pay PTA levies. This ensures that no student will be excluded or disadvantaged because their parents can’t afford to pay fees or contribute to PTA fundraising efforts. Every child deserves an equal chance to succeed in school.

7. Levy Approval Process: No More Surprise Fees

Going forward, any PTA levy (additional charges) needs approval from the District Education Oversight Committee (DEOC) before it’s imposed. The DEOC will review the PTA’s work plans, budgets, and previous year’s reports to make sure the levy is justified. This will prevent unnecessary or arbitrary levies and ensure that parents are only asked to pay for essential activities and improvements.

8. National PTA Conference: A Platform for Dialogue

In a move to strengthen collaboration, the new guidelines also introduce an annual National PTA Conference. This conference will bring together the Director-General of the Ghana Education Service (GES) and PTA representatives from all 16 regions. This provides an opportunity for PTAs from both primary and secondary schools to voice their concerns, share experiences, and discuss policies with the education leaders who shape the future of schools in Ghana.

9. PTAs: More Than Just Fundraisers

Perhaps the most significant change is the expanded role of PTAs. Under the new guidelines, PTAs are expected to take a more active role in school management. This means PTAs will be involved not just in fundraising, but also in decisions about school discipline, teaching methods, and overall school improvement. This shift helps ensure that PTAs contribute meaningfully to the quality of education, not just the school’s finances.

The new GES PTA guidelines are a big deal because they help create a more transparent and inclusive education system. By ensuring that PTAs are more accountable for how they raise and spend money, these changes also make sure that funds are directed towards meaningful improvements that benefit students and schools.
