Ghana’s teacher qualification process is about to undergo a major transformation, as the National Teaching Council (NTC) prepares to phase out the traditional licensure examination and introduce a new, skills-based assessment framework.

This shift marks a departure from the standardized, paper-based exams that have characterized teacher certification in recent years. Instead, the new system will place emphasis on practical teaching ability, classroom competence, and academic grounding, reflecting a broader move towards outcome-driven teacher development.

The new model, as announced by the Minister of Education, Haruna Iddrisu, will focus on assessing teachers through:

  • Supervised practical evaluations
  • Structured mentorship programmes
  • Continuous, hands-on assessments

This approach is designed to ensure that newly trained teachers demonstrate not just theoretical understanding, but the practical skills necessary to lead effective classrooms. By integrating real-world teaching experiences into the certification process, the framework aims to produce educators who are better prepared to meet the diverse needs of learners.

According to the minister, the goal is to promote teacher readiness and professional excellence, moving beyond the limitations of one-time written exams. The new framework will support teachers through mentorship and performance-based evaluations, aligning with international best practices in teacher education.

The rollout of this model will begin once the final round of the current licensure examinations concludes by August 30, 2025. After that, all teacher assessments will be conducted under the new system, signaling a significant milestone in Ghana’s ongoing education reforms.
