The Ghana Teacher Licensure Examination (GTLE) 2025 has introduced a new structure aimed at improving teacher quality and aligning licensure with classroom practice. The National Teaching Council (NTC), in collaboration with the Ministry of Education, has redesigned the exam to ensure that newly trained teachers acquire the professional knowledge, pedagogical skills, and subject expertise required to deliver quality education across all levels in Ghana.

The New GTLE 2025 Structure

Under the new framework, candidates are required to sit for three main papers, each designed to assess a critical area of teaching competence.

1. General Professional Knowledge (GPK)

This paper tests foundational teaching skills in three domains:

  • Literacy: Reading comprehension, grammar, and communication. Candidates must also complete a 10-mark essay.
  • Essential Professional Skills: Classroom management, inclusive education, assessment strategies, and professional ethics.
  • Numeracy: Basic mathematical reasoning and application in teaching.

2. Related Pedagogy

Tailored to the candidate’s level of training, this paper tests pedagogical knowledge and instructional strategies for:

  • Early Childhood Education
  • Primary Education
  • Junior High School (JHS) Education
  • Senior High School (SHS) Education

Format:

  • 70 multiple-choice questions
  • 30% of the score from observed teaching practice during internships and out-segment programmes.

This ensures candidates demonstrate real teaching skills in the classroom.

3. Subject of Specialisation / Multiple Subject Content

  • JHS & SHS Candidates: Write a subject-specific paper (e.g., English, Mathematics, Science, Social Studies).
    • Standard Format: 100 multiple-choice questions
    • Exception: Mathematics majors write 60 multiple-choice questions.
  • Early Childhood & Primary Candidates: Sit for a Multiple Subject Content paper covering English, Mathematics, Science, Creative Art, and Social Studies.
    • Format: 100 multiple-choice questions

Why the GTLE 2025 Reforms Matter

The new GTLE reforms place equal importance on both theory and practice, ensuring that teachers are not only academically competent but also capable of applying their knowledge in real classrooms. This step will help raise teaching standards and contribute to the delivery of quality education in Ghana.
