Changing schools after Senior High School (SHS) placement is a major concern for many students and parents in Ghana. The Ghana Education Service (GES) has therefore put in place clear guidelines to regulate the transfer process and ensure fairness.

Whether you want a transfer due to relocation, change of program, or personal circumstances, it is important to understand who qualifies, what documents you need, and the official steps to follow. This guide breaks it all down for you.

Who Qualifies for SHS Transfer in Ghana?

Not every student can apply for a transfer. GES allows only specific cases:

  1. Student must already be enrolled in a public Senior High School (SHS) or TVET institution.
  2. Only Year 1 students moving into Year 2 are eligible.
    • Freshly admitted Year 1 students cannot transfer.
    • Continuing Year 2 students moving into Year 3 are also not eligible.
  3. TVET-to-TVET transfers are allowed only if the new school offers the same programme.
  4. SHS-to-TVET transfers are generally not permitted unless the SHS is a Senior High Technical School with the same electives.
  5. Transfers must be within the same school category (A, B, or C) with the same electives.
    • Category A students may transfer to B or C.
    • Category B students may transfer to C.
    • Category C students can only transfer within C.

Reasons Accepted for SHS Transfers

GES requires parents or guardians to have valid and tangible reasons before a transfer can be considered. Common reasons include:

  • Change of residence (relocation of family)
  • Medical grounds (student needs a school closer to medical care)
  • Safety or security concerns
  • Program alignment (when the current school no longer fits the student’s academic goals)

Step-by-Step Procedure for SHS Transfer in Ghana

The transfer process is carefully monitored and involves approval at the highest level. Here’s how it works:

  1. Secure an Assurance Letter
    • Obtain this from the school you wish to transfer to, showing they are ready to accept the student.
  2. Request a Release Letter
    • Collect this from the student’s current school.
  3. Stay in Current School
    • The student must remain in their original school until the transfer is officially approved.
  4. Formal Application
    • The Head of the new school writes a transfer request to the GES Director General (DG) through the District and Regional Directors.
  5. Verification and Forwarding
    • District Director → forwards application to the Regional Director.
    • Regional Director → forwards to the DG of GES.
  6. GES Review and Decision
    • The DG reviews the request. Approval is not automatic; only strong cases are accepted.
  7. Issuance of Transfer Letter
    • If approved, an official transfer letter is sent to:
      • The original school
      • The accepting school
      • Free SHS Secretariat
      • Ghana TVET Service (if applicable)
      • District and Regional Directors
  8. Update of Records
    • The Free SHS Secretariat updates the student’s details so they continue to enjoy Free SHS benefits and bursaries.

Important Notes

  • Only the Director General of GES (or their representative) can approve transfers.
  • Heads of Schools, District, and Regional Directors cannot approve transfers—they only process applications.

Q1: Can I change my SHS immediately after placement?
👉 No. Only Year 1 students moving into Year 2 are eligible. Fresh Year 1 students must remain in their placed school.
