The National Teaching Council (NTC), in accordance with its mandate under the Education Regulatory Bodies Act 2020 (Act 1023), has officially opened registration for the 2025 Ghana Teacher Licensure Examination (GTLE) 1. The examination is part of the Council’s regulatory functions to license qualified individuals aspiring to teach in Ghana.
Purpose of the Licensure Examination
The GTLE is designed to ensure that prospective teachers meet the professional standards required to teach effectively in schools. The examination assesses candidates’ knowledge, professional skills, values, and attitudes in line with the National Teachers’ Standards.
Structure of the Examination
Fresh candidates are required to take three papers:
- General Professional Knowledge – This paper includes content on numeracy, literacy, and essential professional skills.
- Grade-level Specialism Pedagogy – Differentiated based on teaching level (Early Grade/Early Childhood, Primary and JHS, SHS/SHTS, and Technical Vocational Schools).
- Subject Content Knowledge:
- Multiple Subjects Content: For Early Childhood and Primary teachers.
- Single Subject Specialism: For JHS, SHS, and TVET trained teachers.

Eligibility Criteria
To be eligible for the 2025 GTLE 1:
- Candidates must possess a Bachelor of Education degree or a Postgraduate Diploma in Education.
- Candidates with foreign qualifications must present an evaluation report from the Ghana Tertiary Education Commission (GTEC).
Indexing Process for Fresh Candidates
Before registration, candidates must complete the indexing process:
- Check indexing status at indexing.ntc.gov.gh.
- Pay a GH₵50.00 indexing fee via Prudential Bank or mobile money using *772*51#.
- Upon successful payment, candidates will receive an indexing number via SMS.
- Use this indexing number to proceed with the licensure examination registration.
Note: Only candidates with their data uploaded by their training institutions and who hold at least a degree qualification can proceed with payment.
Registration Details
The registration fee structure is as follows:
- Fresh Candidates (3 papers): GH₵450.00
- Resit Candidates:
- One paper: GH₵150.00
- Two papers: GH₵210.00
- Three papers: GH₵385.00
Payment Options:
- Any Prudential Bank branch nationwide
- Mobile money using *772*51#
After payment:
- Collect Serial Number and Pin (if paying at the bank).
- Log in at exams.ntc.gov.gh
- Enter Serial and Pin to access the registration form.
- Upload a passport-size photo (white background, less than 250kb).
- Review and submit the form, then print a copy for your records.
Important Notes:
- Registration deadline is 7th July 2025 – No extensions will be granted.
- Avoid using the same phone number for multiple voucher purchases.
- Candidates must dress professionally. Babies will not be allowed in the examination hall.
- Changes to photographs will not be accepted after submission.
- Keep your Serial and Pin secure for future use.
Final Resit Opportunity
This registration is also open to resit candidates and national service personnel who have yet to pass all required papers. A final resit will be conducted in October 2025. After this, the current post-graduation licensure system will be phased out. Candidates who fail to pass by then must re-enroll in a teacher education institution and retake the professional examination from 2026 onward.
Examination Dates
The 2025 GTLE 1 will take place from 18th to 20th July 2025.
