In a significant development on the 14th day of November 2023, the Government of Ghana, represented by the Fair Wages and Salaries Commission (FWSC), Ministry of Employment and Labour Relations (MELR), and Ministry of Finance (MoF) – collectively referred to as “The Employer” – came to a groundbreaking agreement with Organized Labour, comprising various workers’ unions, associations, and institutions within the Public Service of Ghana, hereinafter referred to as “Labour.”
This agreement was forged through the collaborative efforts of the Public Services Joint Standing Negotiating Committee (PSJSNC), the negotiating body representing both The Employer and Labour. The culmination of their negotiations resulted in a comprehensive agreement on the 2024 Single Spine Salary Structure Base Pay.
Key highlights of the agreement include:
Base Pay Increase Across the Board (January 2024 to June 2024)
The Base Pay on the Single Spine Salary Structure (SSSS) is set to witness a substantial across-the-board increase of 23% for the period spanning January 2024 to June 2024.
Readjustment from July 2024 to December 2024:
In a forward-looking approach, the agreement outlines a subsequent readjustment in the Base Pay from July 2024 to December 2024, with a targeted increase of 25%.
This strategic move aims to adapt to potential economic shifts and further solidify the financial stability of the public workforce in the latter half of the year.
The agreement bears the signatures and endorsements of key figures representing both The Employer and Labour:
- Hon. Ignatius Baffour Awuah (MP): Minister for Employment and Labour Relations
- Ing. Benjamin Arthur: Chief Executive, Fair Wages and Salaries Commission
- Dr. Anthony Yaw Baah: Secretary General, TUC
- Dr. Isaac Bampo Addo: Chairman, FORUM
